The problem of supplying of population with qualitative potable water is not solved yet.
The given problem was caused by increasing of open-air water-sources pollution, unsatisfactory sanitary-technical condition of waterworks and separating systems, absence of necessary complex of waste disposal and disinfectant plants in a row of water supply systems, poor material and technical equipment of housing and communal services, which exploit water supply systems and absence of specialized enterprises on repair and exploitation of water supply installations in rural regions.
Unfavorable economical situation in regions will not enable to conduct opportunely repair works of water supply systems, and in consequence of it there is a risk of breakdowns increase.
Extremely difficult situation is emerging with rural water supply systems. 2362 from 2644 of the Republic exploited water supply systems (89.3%) are rural. From this number for the beginning of 2008 year 8.5% (209) were out-of-operation, 10.9 (235) were exploited with serious sanitary breaches in absence of sanitary control zones, waste disposal and disinfectant plants.
On account of power supply cutoffs and alarm statuses, a lot of centers of population of South-Kazakhstan, West-Kazakhstan, Zhambyl, Mangustau and other oblasts are reluctant to take potable water of questionable quality. In some oblasts main sources of centralized potable water supply are surface water reservoirs, in which quality of water remains extremely unsatisfactory.
As a result of conducted campaigns the rates of population’s water factors morbidity were reduced. So, the rate of A viral hepatitis morbidity was reduced from 116.3 in 2001 to 69.57 in 2007. For the last five years infective episodes were not registered.
Everywhere, on state sanitary-epidemiological control authorities’ initiative, were conducted spring-summer sanitary cleaning of populated places, areas of water sources sanitary protection, cleaning and disinfection of water supply plants. Fro 9 months of the current year specific weight of the Republic population, which is supplied with main water, has increased from 77.4 of the analogical period of 2006 year to 79.3%. Reduced the rated of unavailability of potable main water, which by bacteriological indices made up 1.4% against 2.2% in 2006 and by sanitary-chemical indices – 1.8% against 2.4 in 2006.
For improvement of supply of population with potable water on the Ministry’s of Public Health initiative, problems of supplying with potable main water were introduced in rating of Akims’ work.
At present in accordance with the State program of public health reformation and development for 2005–2010 years, and for the purpose of improvement of quality and efficiency of conducting laboratory researches of environmental objects and factors, including the factor of potable water, for the period from 2006 to 2008 years the Ministry of Public Health foreseen measures on modernization and supplying with modern laboratory equipment of present sanitary-epidemiological control laboratories, which conduct selective control of potable water safety.
In mass media, on permanent basis, have been conducting the work on informatization and education of poulation, formation of population’s sanitary-hygienic culture of consumption of sanitary-epidemiological safety potial water.
