The Committee of national sanitary-and-epidemiological control of the Republic of Kazakhstan advises parents to pay attention to license availability when choosing preschool organizations.
In accordance with the acting sanitary-epidemiological demands to organization and keeping of preschool organizations, kindergartens must have an experienced personnel, medical cabinet, specially furnished rooms, grounds for plays and walks and conditions for balanced and good feeding.
In kindergartens there must be taken into account features of immature and delicate child’s organism, created optimal conditions for upbringing, day regimen and feeding. All this parameters are under regular control of the governmental authorities of sanitary-and-epidemiological control. But in the last years in the Republic often occur cases of opening of unauthorized kindergartens at home and the problem of deficit of vacant places in kindergartens has been causing prosperity of this business. The owners of private mini-kindergartens open them in two – four-room apartments or in private houses but don’t have any appropriate education and license for the given kind of activity. Such institutions cannot be called kindergartens. More exactly they are usual apartments, where children spend all the days: they are being fed, they look television – nothing else is included in the process of upbringing. Most of all nobody can give to parents a guarantee of their children health safety. At the same time, according to the order N 372 of the Ministry of Education and Science of the Republic of Kazakhstan “Typical rules of organization of preschool mini-centers activity with children’s full and not full day stay there” from June 7, 2006 it is permissible in the capacity of a branch of educational organization to create preschool mini-centers at home or in some other living spaces, but only if they have an appropriate personnel and sanitation and material and technical conditions. Mini-centers have to provide supervision, health improvement, education and upbringing of children on the educational programs, recommended by the Ministry of Education and Science of the Republic of Kazakhstan.
Taking into account all the above-stated, the Committee of national sanitary-and-epidemiological control of the Ministry of Public Health of the Republic of Kazakhstan recommends parents when choosing preschool organizations (mini-center at home, kindergartens) to pay attention on availability of license for the given kind of activity, a number of children in group, a number of kindergarten teachers, day regimen for children, conditions for upbringing, keeping and feeding.
