The Minister of Public Health on the Republic conference in the South-Kazakhstan oblast gave utterance to the results of 10 months of the current year.

The results for 10 months of the current year point to a positive evolution of the principle medical-demographical indices. Fertility increased by 7%, general mortality is reduced by 4%, and maternity mortality is reduced by 32%. In connection with transition to international live-birth criterions, infant mortality index remains on the level of 20.7 for 1000 of live-birth infants. All children’s and obstetrical organizations of regions are provided with equipment, necessary for newborn babies nursing. For these aims 7.9 billion tenge was spent. For 2 years 4060 physicians and paramedical workers completed special courses of education. For the first time and up to the end of the year 14 regions will be supplied with specialized resuscitation ambulances with transport infant incubators.

During 10 months there were made about 800 thousands of screening examinations of women for the purpose of early detection of oncological pathology of reproductive system. In addition the spread of women and infants examinations in the Mangystau, North-Kazakhstan and Akmola oblasts remains critically low.
In the current year realization of cardiological service development Program is still in progress. In 5 oblasts and Almaty departments of cardiosurgery are opened. In Aktobe a regional center of cardiosurgery was opened. About 3 thousands of cardiac surgeries were implemented. This index is more by 35% than in 2007, including 350 surgeries of children with congenital heart disease. According to the results of 10 months mortality from cardiovascular diseases reduced by 7%. In the South-Kazakhstan and Pavlodar oblasts the terms of implementation of measures of cardiosurgical departments organizations were frustrated. The measures on implementation of this Program, taken by the akimats and Public Health organizations of these oblasts are insufficient. As a result – equipment in the value of 500 million tenge is not still in use, the specialists, got trained abroad cannont begin the work. The liabilities of akims in questions of construction and opening of the departments in the South-Kazakhstan and Pavlodar oblasts must be unconditionally implemented. The second place among the reasons of population mortality is traumatism. For timely rendering of medical assistance to victims of traffic accidents, the Ministry jointly with the Department of the Interior and the akimats conduct the work on special material extra-equipment of medical organizations, located nearby the roads of Republic significance. This work will be intensified with a glance of completion in this year of construction of Emergency Research Institute, included in medicine Holding. In the regions ability of sanitary aviation use is been increasing.
Evolution of this rate is positive; traffic accidence mortality is reduced by 11%. Reduction of tuberculoses prevalence is registered. For 10 months morbidity was reduced by 2%, mortality – by 8.3%. At the same time, in the Mangystau, Atyrau and Akmola oblasts this index is high as before. The essential problem is concluded in drug-resistant forms of tuberculoses, especially in penitentiaries. That is why we jointly with the Ministry of Justice from this year realize measures on timely diagnosing and monitoring of treatment of the patients, who serve sentence in the institution of confinement.
From this year we have been essentially increasing provision of all tuberculoses patients with medicines of reserve row. For the last years in the regions there were opened 6 departments for compulsory treatment of infectious forms of the disease. But there are not such departments in the Mangystau, Karaganda and Aktubinsk oblasts and tuberculoses situation is still quite bad there. As for results of 10 months mortality from oncological diseases was reduced by 4.2%. We succeeded in increasing of the level of oncological diseases early detection from 41% to 45%. In the Republic for the first time innovation of ray equipment is performed in all oncological institutions. This year in Kazakhstan new methods of leukaemia patients’ chemotherapy were introduced. From 2006 year in Almaty the Center of marrow transplantation for children is under construction.
HIV nidus is localized, all ill children has been getting necessary treatment. The region is considerably financially supported. For purchase of equipment and medical hardware for 2 years 3.7 billion tenge was assigned from the Republic budget. 217 specialists were directed abroad for training and retraining. By the Program “100 hospitals” construction of 9 objects of public health will be begun. Construction of the Center of Blood and the Center of Sterilization, meeting the most modern European demands, is completed.
For the last three years the situation in the Republic was stabilized in tote. At present yearly at the expense of the budget more than 5 million men are being vaccinated against 17 infections. Morbidity from hepatitis “A” is considerably reduced. At the same time high level of this disease remains in the Zhambyl, Kyzylorda and South-Kazakhstan oblasts. Also in these regions the level of population morbidity from brucellosis is high too.
From January 1, 2009 in the country a service vertical of sanitary and epidemiological control will be restored. At the same time the structure and size of this service will be optimized. A priority of this sector development is still prophylactic medicine. For realization of your assignments, given in May of this year in my report, for three-year budget more than 3 billion tenge is planned for financial activities directed on healthy life-style formation, including struggle against tobacco smoking, alcoholism, drug addiction and education to eutrophy. Jointly with the Ministry of Tourism we will favor broadening of mass physical culture and sports.

Concerning the personnel resources.
From 2006 year new standards of physicians and nurses training are introduced. Educational-clinical basis of medical IHEs is strengthening. Till 2010 year within the bounds of the President’s program “100 hospitals” 4 modern University clinics will be built. Grant introductions in medical IHEs is increased from 3.5 thousands in 2005 to 4.5 thousands of students. In the current year at foreign clinics 313 specialists will get training. With a program “100 schools, 100 hospitals” about 130 managers are trained. Realization of so considerable project, directed to cardinal renovation of infrastructure in the regions, needs clear and well-organized work of the central executive bodies and akimats. Not everything was well here. In the current year the basic efforts of the Ministry of Public Health, the Ministry of Industry and the akimats were directed for preparation of necessary construction documents. As a result within the bounds of the Project at present projecting and linkage are completed, 66 objects are under construction. The construction of the rest 37 objects is planned for the next year.
The problem of rational funds expense concerns medical equipment as well. For the period of Government Program realization the regions have purchased medical equipment for more than 42 billion tenge. But in spite of the Ministry’s reiterative instructions, delays and inefficient use of expensive equipment occurred – in particular, in the South-Kazakhstan, East-Kazakhstan, Kostanay and Mangystau oblasts. The akimats and heads of the public health organizations have to take measures for non-admission of such facts. In October of the current year the Ministry conducted an enlarged meeting of the board. 11 officials of different levels were brought to disciplinary responsibility for the breaches, 2 of them are dismissed.

For the purpose of sector management improving the Government has confirmed the Strategic Plan of the Ministry for 2009–2011 years. On the basis of this plan appropriate plans of activity will be worked out. At the same time memorandums, directed towards resulting effect, between the Minister and akim, will provide achievement of the fixed indices. On this basis there is formed a three-year budget of public health, where will be assigned additional means for: expansion of free medical assistance guaranteed volume, construction of polyclinics and 300 of outpatients' clinics in rural areas. Also there are foreseen the measures of perfection of differentiated remuneration of medicals’ labor. Will be continued development of high-technology services sector. In the created by your order National medical holding three scientific centers have already been rendering assistance. Up to the end of this year the Republic diagnostic center and the emergency research institution will start their work.
A priority of the sector has been remaining primary health care. Rightness of this solution was once more confirmed on recently conducted International conference, devoted to thirty-years anniversary of the Almaty Declaration. Along with the further development and completion of typification of primary health care objects, from 2009 year we will start reconstruction of the hospital center, and in conformity with it a question of multisectoral hospitals will be emphasized. New public health objects will have been introduced instead of the outdated base, with reduction and reshaping of surplus bed capacities. This work can be effective only with supporting of akimats. For the purpose of legislative guaranteeing of been conducting by the Ministry reforms, according to assignment of the Head of state, there was worked out a new project of the first in CIS Code of the Republic of Kazakhstan “Of citizens’ health and health care system”. Discussing of this Code will be completed in Mazhilis of the Parliament and has to be taken to the end of the year.
